The best security cameras that work without Wi-Fi
Recording without Wi-Fi is easy. Watching without Wi-Fi is the part that needs a recorder.

What actually matters here
Separate two things that get confused. A camera that records to a microSD card keeps recording with the internet down and even with the router unplugged, because nothing about writing to a card needs a network. What you lose is any way to see it until you physically retrieve the card.
A recorder-based system is the real answer. Cameras run on cable to the recorder, the recorder writes to its own drive, and you watch on a monitor plugged straight into it. No internet, no Wi-Fi, no account, no app. This is how CCTV worked before it was fashionable and it still works.
For a barn, an outbuilding or a holiday property with no connection at all, that is the configuration to buy. Add a small uninterruptible power supply for the recorder, because the usual reason these systems have a gap in the footage is a brief power cut rather than anything to do with networking.
Cellular 4G cameras exist and solve the remote-viewing half of the problem, but they carry a data plan, which is a monthly cost by another name. We have not ranked one yet, because the data plan is a second subscription on top of any camera plan.
